State visibility: a surveillance threat modelΒΆ
A greenhouse was built to be seen into. The question is who designed it, who holds the keys, and whether the plants inside ever agreed to be on display. Nation-state surveillance in the EU context runs through the legal framework that permits it, the commercial infrastructure that extends it, and layered consequences for citizens, civil society, companies, and the EU itself.
